Halff Brings 75 Years of Excellence Westward to Arizona with new office in 2025

PHOENIX — Halff, an award-winning, employee-owned and full-service infrastructure consulting firm, has announced the opening of its first office in Arizona. The new location at 1910 S. Stapley Drive, Suite 221, in Mesa marks a strategic expansion into the Phoenix metropolitan area.

The Mesa office offers a broad range of services, supporting clients across multiple markets including land development, public works, transportation, water/wastewater and water resources.

Gary Hudder, a longtime Arizona resident, serves as operations manager, overseeing business development operations and client satisfaction across the region.

Hudder brings nearly 40 years of experience in civil construction and transportation, including 13 years as the transportation director for the City of Round Rock, Texas. During his tenure, he led efforts that delivered more than $333 million in infrastructure investments, including hundreds of lane miles of new roads and $46 million in neighborhood street improvements. Before his public-sector service, Hudder held senior-level positions in the private sector, where he was recognized for his leadership, team-building skills, operational efficiency and effective financial management.

Last week, Halff announced the acquisition of C&D Utility Consulting, LLC, a San Antonio-based firm known for its expertise in electric utility infrastructure. Halff now operates in more than 30 offices across six states in Arizona, Arkansas, Florida, Louisiana, Oklahoma and Texas, and employs a team of more than 1,500 professionals committed to improving lives and communities through innovative engineering and planning solutions.
